The New Jersey Innovation Institute (NJII) launched Healthcare Innovation Solutions, Inc. (HCIS), it's for-profit subsidiary, on July 1st, 2018 to help our clients find new and innovative ways to optimize healthcare delivery and lower costs, improve patient outcomes, and advance technology.

The Healthcare Innovation Solutions (HCIS) software and services portfolio enables the data-driven transformation of healthcare service delivery and helps providers and payers improve their bottom line and move from fee-for-service to value-based healthcare.

Merit-Based Incentive Payment System (MIPS)


The Merit-Based Incentive Payment System (MIPS) provides financial incentives for providers that meet specific metrics associated with quality, promoting interoperability, improvement activities and cost. MIPS streamlines the previous Physician Quality Reporting System (PQRS), the EHR Incentive Program (Meaningful Use) and the Value-Based Payment Modifier activities into a single program.

We help eligible providers avoid penalties and maximize their potential earnings by optimizing their scores and meeting all their reporting requirements. For 2023, eligible providers can be subjected to a -9% penalty on their 2025 Medicare Part B payments or earn up to 9% in financial incentives.


Quality Improvement Program (QIP)


QIP-NJ is a pay-for-performance (P4P) program which will support hospitals' quality improvement strategies to better support the maternal health and BH systems of care and quality of services provided in New Jersey.  

The focus of the program is to advance statewide quality improvements in maternal health and behavioral health. All acute care hospitals in New Jersey are eligible for QIP-NJ performance payments. Hospitals will earn QIP-NJ incentive payments through the achievement of performance targets on state-selected quality measures that demonstrate:

  • Improvements in maternal care processes
  • Reductions in maternal morbidity
  • Improvements in connections to behavioral health services, and
  • Reductions in potentially preventable utilization for the behavioral health population
